Provision of a new dual two-lane flyover on a north-south alignment allowing the A19 to avoid the badly congested Testos Roundabout with the A184 near Sunderland.
The A19 will be slightly realigned around the junction to accommodate the new flyover.
The roundabout was originally laid out, when it was built, to allow for a flyover on an east-west line to carry the A184. This will not now be provided.
Following the autumn spending review, the DfT has decided to continue preparatory work on this scheme, with a view to starting construction after 2015.
A public consultation on the improvements will run from 30 January until 6 March 2017.
Work began on Thursday 21st March and will last for the next two and a half years.
